The State Pollution Control Board is
responsible for enforcement of the provisions of
(i) The Water (Prevention & Control of
Pollution)Act, 1974, (ii)The Water (Prevention
& Control of Pollution)Cess Act, 1977, (iii)
The Air (Prevention & Control of
Pollution)Act, 1981. (iv) Rules framed under the
Environment (Protection)Act,

Within the framework of the above acts and
rules the Board carries out the following
activities.
1. Industrial Pollution, Abatement and
Control through consent administration for
establishment and before operation of the industry
):
(i) During 2004-05, the Board has granted
consent with stipulations for appropriate
pollution control measures, to 355 industries for
establishment and 816 industries for operation.
(ii) During 2004-05 the Board has
conducted 26 nos of public hearings for major
industrial/mining/development projects which
require environmental clearance from Govt. of
India.
(iii) To address the air pollution
problems created by a large number of brick kilns
operating in the state, the Board has taken the
initiative to close a large number (about 210) of
moving chimney type brick kilns. At the insistence
of the Board, about 130 kilns have been changed
over to the much less polluting fixed chimney type
process.
(iv) The Board has taken steps to identify
the operating stone crushers in the state and
action against the crushers violating the siting
and pollution control norms have been initiated.
(v) Due to the continuous efforts by the
Board, necessary formalities regarding mine pit
disposal of fly ash of Talcher Thermal Power
Station has been finalized and is expected to be
operational soon. This will go a long way in
abatement of pollution created by disposal of fly
ash and it would be first of its kind in the
country.
2. Regulation of Hazardous Wastes
Management : The Board has granted
authorization to 51 units for Management and
Handling of Hazardous Wastes during 2004-05.
3. Management of Bio-Medical Wastes :
The Board has granted authorization to 166 nos of
Health Care units during 2004-05 under the
Bio-Medical Wastes (Management & Handling
)Rules, 1998, with conditions for appropriate
management, handling, treatment and disposal of
biomedical wastes.
4. Management of Municipal Solid Wastes
: For environment friendly management of
municipal solid wastes, the Board, during 2004-05
has granted authorization to 17 nos of
Municipalities/NAC's, under the Municipal Solid
Wastes (Management & Handling) Rules, 2000.
5. Planning and Monitoring : To plan a
comprehensive programme for prevention and control
of Pollution, the Board has undertaken the
following activities during 2004-05.
(i) Monitoring of Water Qualities of 06 major
rivers of the state.
(ii) Monitoring of ambient air quality of
important towns and industrial areas like, Cuttack
, Bhubaneswar , Balasore, Sambalpur, Berhampur,
Rayagada, Angul and Rourkela .
(iii) Monitoring of Noise pollution level on
occasions like Dasahara, Dipabali, Rathyatra and
Baliyatra.
(iv) Preparation of draft guidelines for siting
of industries for the districts of Sundargarh,
Sambalpur, Bargarh, Deogarh, Kendrapada,
Jharsuguda, Jajpur, Puri, Cuttack, Jagatsinghpur,
Mayurbhanj, and Keonjhar.
(v) A Regional Environment Management Plan
(REMP) based on carrying capacity study for
Paradeep area has been completed and the report is
being finalized.
(vi) The Board acts as a facilitator for the
implementation of the Eco-city programme for Puri
town which has been approved in principle by the
Central Pollution Control Board.
6. Awareness Programmes :
(i)The Board has organized three
seminars/workshops for public awareness regarding
environmental protection. The Board regularly
publishes advertisements related to environmental
issues in different
periodicals/newspapers/souvenirs.
(ii) To bring about an awareness among the
school children on Nature, the Board has sponsored
an Eco-tourism project under 'Generation of
Conservation awareness around Chandaka Dampara
Wildlife Sanctuary' through DFO, Chandaka Wildlife
Division.
(iii)The Board undertakes periodical
orientation programmes like imparting training to
police personnel in respect of monitoring and
control of vehicular and noise pollution.
(iv)In continuation of earlier practice, the
Board has published three issues of the newsletter
‘Paribesh Samachar' for dissemination of
environment related issues to general public.
(v)The Board has published one book at popular
level entitled ‘Noise Pollution'.
(vi)With a view to generating public awareness
on environmental related issues, Board celebrated
World Environment Day, Ozone Day and the National
Pollution Prevention Day on 5 th June, 16 th
September and 2 nd December, 2004 respectively.
